Modern UI | Add Classic UI Feature/Preference for "Always compose in new window"

The feature/preference option to allow for composition of new emails in a separate popup window that is not inline within the client interface is missing in the current iteration of the Modern UI. Our users have requested for this feature to be present in the Modern UI.
